e publicsecurity organs, the state security organs, and the procuratorial organsat or above the county level.Article 63The Ministry of Post and Telecommunications may, in accordance with theseRules, formulate pertinent rules and regulations.Article 64The right to interpret these Rules shall reside in the Ministry of Postand Telecommunications.Article 65These Rules shall go into effect as of the date of promulgation.
